Vidya Bhushan Kumar is an Indian Forest Service Officer in the rank of Additional PCCF (Punjab Cadre, 1987) with more than 30 years of field and administrative experience. He received Master in Science (Physics) from University of Delhi in 1984 and Master in Business Administration (Public Policy) from University of Ljubljana, Slovenia in 2004. His previous positions include D.F.O. Jalandhar, D.F.O Dasuya, Conservator of Forests, working plan, Conservator of Forests Shiwalik Circle (Territorial), and General Manager (Technical), Punjab Forest Development Corporation and CCF/Additional PCCF. He worked on central deputation for 7 years (1997 to 2004) as Assistant Inspector General of Forests (Forest Conservation Division), Ministry of Environment and Forests, New Delhi and as Director (External Assistance), Ministry of Water Resources, Government of India, New Delhi.

He worked as Additional Managing Director with Punjab Tourism Development Corporation and was keenly involved in promoting tourism, particularly ecotourism in the state. He drafted Punjab Ecotourism Policy and involved in drawing up the State Tourism Master Plan and its implementation in association with UNWTO. As Additional Project Director, he is executing Asian Development Bank assisted tourism infrastructure development project in the state. He was involved in various international conferences, meetings and training program e.g; World Bank negotiation of Karnataka Tank Project at Washington DC; 3rd World Water Conference at Kyoto, Japan; International Water Conference at Stockholm; International Travel Brogue, Berlin; MBA Course at Ljubljana, Slovenia; Asian Productivity Council sponsored two weeks training program at Hawaii and study tour to Amsterdam for heritage project.

He has published master degree thesis on “Economic Valuation of Forests: A case Study: Punjab” as part of MBA Course in 2004 and a paper on “Ecotourism in India: A Case Study” during training course at Honolulu, Hawaii in 2010.

He has joined BEML Limited as Chief Vigilance Officer on 4th January 2017.
